What is the UAE MPCI program?
The UAE MPCI (Maritime Pre-Cargo Information) is an Advance Cargo Manifest system that requires shipping lines, freight forwarders, and NVOCCs to submit the filing before loading at the port of origin. This allows UAE customs to assess risks and ensure compliance before the cargo is shipped.
The implementation of Federal Law #52 of 2022 marks a significant milestone in the UAE's maritime security and trade facilitation efforts. This legislation requires that cargo information is electronically submitted before the cargo is loaded onto the vessel.
The programme's scope encompasses all containerised cargo, including both Full Container Load (FCL) and Less than Container Load (LCL) shipments, whether destined for import, transit, or transshipment to the UAE. With mandatory compliance from June 2025, businesses must be prepared to ensure uninterrupted operations.
Who it impacts
The MPCI programme requires changes in cargo documentation for everyone involved in maritime trade with the UAE. This new framework requires shipping lines, freight forwarders, and NVOCCs to adapt their existing procedures and systems.
Non-compliance can lead to significant consequences, including cargo loading restrictions, operational delays, and potential financial implications for shipping lines and local freight forwarders. However, this transformation also presents opportunities for organisations to modernise their processes and enhance their operational efficiency through digitalisation.
